This article discusses the construction of a new Executive within the Moroccan Constitution of 2011. A new structure of governance flows, first, from the new features that characterize the implementation of the Royal powers in the new foundational law. Second, the new government statute highlights the novelty of the executive structure. Section V of the new Constitution highlights the importance of Executive power, which is for the first time under the Government�s direction. The concepts of renunciation, sharing and delegation seem to describe a new method of governance including specifying a new model for the exercising of the various distinct powerss of the Monarchy. Section V of the Constitution, also stresses the relationship between obtaining a parliamentary majority and the constitution of a Government. It also notes, some novel Executive powers exercised under the Constitution that can actually only be understood in relation to the chain of preceding texts that adopt a comprehensive approach to the new Constitution. |
