This dissociation between the rights of individuals — in general and stakeholders — in particular presents a set of consequences both from the perspective of the application and, above all, the responsibility of the respective Administrations in ensuring a framework that allow the fulfillment of the rights in question. The new regulation expressly includes rights that result from the legal option of using new technologies in all administrative activity and the need to assist citi- zens in the framework of relations although they can arrange in another format and support.El presente trabajo trata de analizar la nueva regulación de los dere- chos de los ciudadanos en el ámbito del procedimiento administrativo y del nuevo régimen jurídico del sector público y las características esenciales de los nuevos derechos que corresponden a las personas que se relacionan con la Administración y a quienes, específicamente, tie- nen derechos en el ámbito procedimental. Esta disociación entre los derechos de las personas —en general— y de los interesados —en particular— presenta un conjunto de consecuen- cias tanto desde la perspectiva de la aplicación como, sobre todo, de la responsabilidad de las Administraciones respectivas en el aseguramiento de un marco que permita el cumplimiento de los derechos en cuestión.
