This work aims to, in the current context of huge detachment of civil society in public affairs, examine the legal bases existed such as a national and international sphere to grant the participation of a social group so important as the youth in the political, social, economic and cultural development. It analises, in specific, the anchorage constitutional of this question in Spain by the article 48 EC, so the historic development of this precept with the creation of the Youth Council in Spain, in 1983, and the main contributions and references of the principal international organisms where Spain is included.
There are studied, also, the consequences of the Rationalization Law of the public sector of 2014 about this organism, and the final Project of RD which was presented by the Youth Institute to the youth organizations to the law´s development. |
