Parliamentary inquiries had been provided for in many Spanish historical Rules of Procedure, and they were included in the regulations of the 1977 Cortes too. Nevertheless, the double face of those Chambers (ordinary and constituent), which was result of the nature adopted by the process of transition from dictatorship to democracy, altered the essence of these parliamentary organs and determined the development of its powersDe entre los medios con que cuenta el Legislativo para ejercitar su función de control e información, las Comisiones de investigación son quizá los más importantes, por cuanto permiten desplegar al Parlamento poderes especiales sobre cualquier asunto de interés público, radicando en su fondo una fiscalización sobre la política del Ejecutivo. Las encuestas parlamentarias habían sido contempladas ya en buena parte de los Reglamentos históricos españoles, y lo fueron también en los de lasCortes de 1977.
