The possibilty or impossibility of addressing the Courts of Justice, somehow, conditions the concept of political culture itself, i.e.the sets of values, orientations, attitudes towards the political scenario, in fact, the subjective perceptions in reference to political power shaping a society’s institutions and political institutions. The access to Justice of low income people is restricted as the result of the insatisfactory performance of the Judicial Power and the poor’s impossibility of finding free legal professional counselling and representation. The aim of the articles is to examine the present status of the issue in the province of Tucumán, drawing on statistical data and my personal experience as lawyerLa satisfacción de derechos fundamentales como los incluidos en los pactos internacionales y la protección de ellos, a través de la posibilidad de acceder a la Justicia supone la inclusión social y, por consiguiente, el desarrollo en las personas de una conciencia de participación e integración en la vida del Estado, contribuye al desarrollo de valores ciudadanos y de protagonismo en la esfera pública. Determina de alguna manera la concepción de una cultura política, entendiéndose por tal al conjunto de valores, orientaciones, actitudes hacia el ámbito político, es decir percepciones subjetivas respecto del poder. Esto influye en la construcción de las instituciones y organizaciones políticas de una sociedad. Considero que actualmente el derecho de Acceso a la Justicia se encuentra restringido para personas de escasos recursos económicos, tanto por un deficiente funcionamiento y organización del Poder Judicial como de la posibilidad de obtener asesoramiento y representación gratuita de un profesional.
