Summary: Paper presented at the roundtable discussion on the preferential vote organized by the Institute for Training and Research on Democracy and International IDEA on August 21, 2012. The paper presents the experience in Panama with the establishment of preferential voting for the election of deputies, who are elected in 39 polling stations, 26 of which are single-members and 13 multi-members.
