El texto consta de dos partes; la primera describe los fundamentos conceptuales, teóricos y jurisprudenciales de la paridad y la alternancia, así como sus alcances sobre la representación en cargos electos, sobre la integración de los órganos partidarios y sobre las actividades de capacitación partidaria.
