Summary: If political participation is recognized as one of the best ways to address human rights; then, by the same token, there are topics such as democratic culture, democratization, electoral participation of political parties and citizens, as well as of other social actors which play fundamental roles in elections, that need to be taken into account. In order for the conditions and eventual regulations (or the lack of it if it is so established in the constitutional texts) to be clear for all, especially regarding the main actors of the electoral process such as electoral bodies, parties and candidates, it is necessary that their participation respect the fundamental aspect of equality. Thus, one of the most fecund current doctrinary evolutions arises from the idea that electoral processes are characterized by their integrity, which means that all stages of this process must be carried out as planned in order to qualify as a good election. If theory and electoral institutionality advance progressively and virtuously; then, the people in charge of heading electoral bodies, particularly those with the difficult task of administering justice, are expected to be professionally and technically, but most importantly philosophically up to the historical and political role they have to play
