This article offers an overview of the most relevant aspects of the Single Superviso-
ry Mechanism (SSM) of the euro zone, which implies a transfer of responsibilities
and supervisory decision-making powers from national banking supervisors to the
European Central Bank (ECB). Such aspects include the SSM’s legal framework,
decision-making process and accountability, together with the allocation of respon-
sibilities between the ECB and the national banking supervisors which take part in
the SSM for the daily supervision of significant and less significant credit institu-
tions. Additionally, this article deals with the prudential regulatory framework
shared in Europe (single rule-book) and the principles within which the SSM ́s
supervisory approach is framed, aiming at an intrusive, effective and consistent
banking supervision at a European level, built upon best supervisory practices.
Lastly, this article reflects on the pivotal role played by national banking supervisors
and, in particular, Banco de España, as key components of the SSM, irrespective
of their carrying out other supervisory competences not transferred to the ECB. |
