Summary: The Second Vatican Council has outlined the upgrade of the Church, both internally and in its relations with the political community. In the pontificates of Paul VI and John Paul II these signs have encouraged the emergence of new bishops collegial consultative groupings. In the international multilateral Holy See relations, then, to the apostolic delegates it has been recognized a new representative valence. In the different dimensions of missio the institutional figure of the bishop remains central. Likewise, the relationship between the Roman Pontiff and the College of Bishops. But the enrichment of the offices titular, for various reasons, describes a multipolar organization of the offices of the Church. The birth and the reinforcement of canonical subjects titular of munera or appointed to officia raises, in any case, problems about organic connection and harmonization of the sources of canon law. At such events, it answers the rediscovery collegial governance praxis and the assignment of a pastoral nature with the canonical norms and the provision of consulting and connecting of Church bodies.
