Bogotá has its own regulatory design, which is different from other territorial entities in Colombia. This is due to its character of Capital of the Republic and of the Cundinamarca Department, and its socio-economic and physical complexities. However, although this design is clear in some respects, there are inaccuracies in the use of language that have resulted in an incomplete application, as well as reviews and claims that exceed both the model itself, as to present configuration options under the institutional framework. To clarify this confusion, this paper explores both the design and the particular application. Also, taking into account the discussion, the institutional framework and the possibilities of its reconfiguration, this paper describes the redesign alternatives for the city, from different administrative phenomena and territorial organization that are part of our administrative system, and organization experiences of some of the most important Latin American cities. |
