Besides, the concepts of global security and human security reflect the necessity of an exhaustive treatment of such threats. The attacks of 9/11 initiated a collective imagination in which the fight against global insecurity sometimes becomes an obsession. In this scenario, we propose that it cannot be forgotten the primacy of the principles that have inspired the Rule of Law as a product of civilization, which is unavoidable, unless we fall into the defense of barbarism to fight the same barbarism. Also, insecurity is presented today as a diffuse threat, which may have originated far from state borders, being actually a transnational reality. The "security strategies" serve to this purpose, which are analyzed in this work.Las estructuras estatales deben adaptarse al actual mundo globalizado. La cooperation y la gestión supraestatal son así imprescindibles para hacer frente a las amenazas de todo tipo a la libertad y a la seguridad de las personas, de las organizaciones y de los propios Estados. Además, los conceptos de seguridad integral y de seguridad humana expresan la necesidad de realizar un tratamiento exhaustivo de esas amenazas. Los atentados del 11-S inician un imaginario colectivo en el que la lucha contra la inseguridad global deviene en ocasiones una obsesión. Ante esta situación proponemos que no puede olvidarse el primado de los principios que han inspirado el Estado de Derecho como producto civilizatorio, que es ineludible, a no ser que caigamos en la defensa de la barbarie para luchar contra la misma barbarie. Asimismo, la inseguridad se presenta hoy como una amenaza difusa, que puede tener su origen lejos de las fronteras estatales, siendo realmente una realidad transnational.
