Among the major changes, there are the formation of a context of porosity among the borders, especially with the advent of computer technology and the Internet, as the need for reconstruction of the idea of sovereignty. In this sense, democracy itself is seen exercised through new instruments, such as the movement of the outraged and other movements that took the streets in 2011, influenced by the “Arab Spring”, and in opposition to the present model of globalization. Thus, considering the complexity of modern society and the particularities of the States, is the existence of a right to democracy possible?É inegável que o advento da globalização, especialmente nas últimas décadas do século XX, implicou em diversas transformações em todos os Estados, em maior ou menor grau, envolvendo, inclusive, a política. Dentre as principais mutações destaca-se o quadro de porosidade entre as fronteiras, especialmente com o advento das tecnologias informáticas e da internet, gerando, assim a necessidade de reconstrução da ideia de soberania. Neste sentido, a própria democracia se vê exercitada através de novos instrumentos, como no caso do Movimento dos Indignados e dos demais movimentos que tomaram as ruas no ano de 2011, influenciados pela “Primavera Árabe” e em oposição ao presente modelo de globalização.
