Initially, we present the concept of Municipality, competence and power to decide appropriate structures of the countries under review. Then analyzed issues related to power to decide the municipality. At this point were aborted aspects the organization, structure and functioning of the municipalities in question, their skills, autonomy and subordination. Lastly, some problems that are listed, analyzed the loved face in carrying out their duties.O presente artigo tem por finalidade analisar as semelhanças e dessemelhanças existentes entre os municípios brasileiros e moçambicanos, no que respeita ao poder de decisão dos municípios à luz da Constituição Federal Brasileira de 1988, no âmbito da Federação, e da Constituição da República de Moçambique, respectivamente. Nesta abordagem focalizamos o Município como uma entidade dotada de autonomia própria, consistindo na organização e competência próprias, para a prossecução do interesse local. Este trabalho apresenta inicialmente, os conceitos de município, competência e poder de decisão, adequados às estruturas dos países em análise. Posto isto, procuramos analisar questões ligadas ao poder de decisão no município brasileiro e Moçambicano. Neste ponto abordamos aspectos relacionados com a organização, a estrutura e o funcionamento dos municípios analisados, assim como a constituição dos órgãos municipais, suas competências, autonomia e subordinação. Por último, procuramos identificar algumas diferenças, entre os dois sistemas municipais dos dois países analisados.
