Summary: The new Guidelines on State aid to airports and airlines set a transitional period of ten years for the granting of operating aid to regional airports, tend to a better targeted investment aid to new infrastructures, trying to avoid duplicities, and rule agreements between airports and airlines. The application of those aspects raises some doubts or requires caution. The ten year period for the granting of operating aid seems excessive and the authorization of that aid is subject to requirements less strict than expected. The criteria to avoid duplicity must be applied rigorously, as the case of some Spanish airports show. The same rigor must be applied in the examination of the agreements between airports and airlines according to the private investor principle, in order to avoid the survival of infrastructures or routes not viable in the long term.
