Summary: A democratic system rests in a set of guarantees and electoral procedures that assure the transparency and that the popular will, emitted in free suffrages and with competition, will be respected and will legitimize to the authorities in the different scopes of action. One of the essential elements is in the existence of an Electoral Registry, updated, completed and purified. To adopt norms to assure the purification supposes and demands a set of procedures that maintains the electoral registry polished. In Latin America, is the Uruguay that has adopted a very complete and also complex mechanism, that assures the intangibility the citizen uprisings and that grants electoral guarantees to the main actors in the acts and procedures. A set of dispositions of constitutional rank, others of legal nature and regulations of those norms that throughout the time had to adopt the Electoral Court of Uruguay conform a complete and precise system on the purification of the National Civic Registry that includes all the qualified people to support. It is anticipated that the exclusion of the electoral registry can be definitive or temp, according to the situation and causal that appears. In the case of the definitive exclusions, they are for example, the cancellations by death; by not being citizen natural or legal; by manifold or false inscription; also the cases of cancellations in its diverse modalities; and a causal very important one is the one that allows the exclusion by not to have voted in two consecutive national elections. Whereas for the case of transitory or temporary cancellations, prehorseradish the cases of incapacitations (by physical or mental ineptitude, to be processed or to be condemned, by not to have turned the eighteen years of age before of an electoral act whose accomplishment was not predicted).
