Summary: Modern social democracy rests on a social pact that defines the ethic and political projects that guarantee civil, social and political rights. It is the aim of the State, through the public policies it adopts and implements, to make these rights come true, not only in regard to civil and political rights but, more important, social, economic and cultural ones. Better quality of life for all Colombians is an urgent task for the Colombian society, and for that it is necessary to develop a justice system, both at the national and international level, capable of protecting those rights and promoting equity, civil society participation and shared responsibility between the State and the citizens wording together in the framework of distributive justice.
