The CAR is part of what in Colombia is called the National Environmental System, SINA, and although they are not subject to administrative hierarchies by the Ministry of environment, discusses the true scope of its administrative autonomy. The discussion about the autonomy of the CAR has created tensions between the central level and the decentralized level to the point of being necessary the intervention of the constitutional court to set limits to the possibility for the Ministry to intervene in the proceedings of the CAR, and to define those competencies that the CAR can act autonomously.La administración pública del ambiente en Colombia se caracteriza por ser descentralizada. Con base en esta forma de organización, los recursos naturales renovables se encuentran organizados bajo criterios de unidad ecosistemica que están sujetos a la jurisdicción territorial de las Corporaciones autónomas regionales CAR. Las CAR forman parte de lo que en Colombia se denomina Sistema nacional ambiental, SINA, y aunque no están sometidas a jerarquías administrativas por parte del Ministerio de ambiente, se discute acerca de los verdaderos alcances de su autonomía administrativa.
