For these purposes, the agreement establishes a multilateral system of access which imposes on states parties a set of obligations designed to ensure the distribution of the benefits that may arise from access to phytogenetic resources. Contractual forms of access are a useful and necessary to ensure the effectiveness of the multilateral system of access.En el marco del régimen internacional de acceso a los recursos genéticos el Tratado de la FAO sobre acceso a recursos fitogenéticos constituye la principal norma que la comunidad internacional ha adoptado para garantizar la seguridad alimentaria del mundo y para proteger los derechos que las comunidades locales y los agricultores tienen sobre ciertas variedades vegetales. Para estos propósitos, el Tratado establece un sistema multilateral de acceso que impone a los Estados Parte un conjunto de obligaciones encaminadas a garantizar la distribución de los beneficios que del acceso a los recursos fitogenéticos puedan llegar a derivarse. Within the framework of the international regime on access to genetic resources the agreement of the FAO on accesses to phytogenetic resources constitutes the main rule that international community has adopted to guarantee the food security of the world and to protect the rights that local communities and farmers have on certain vegetal varieties. For these purposes, the agreement establishes a multilateral system of access which imposes on states parties a set of obligations designed to ensure the distribution of the benefits that may arise from access to phytogenetic resources.
