Summary: This paper is held as central thesis, the insurmountable need to enter the energy basket, competitive renewable energy for the necessary consolidation of the causal relationship between energy, environment, and economic development. The above from the following problem: what is the role of renewable energies within the energy system and its importance to the energy crisis? The exposed thesis implies that the energy, the environment and economic development are structural elements for the construction of an environmental energy law, but for the purpose of consolidating the necessary connection to these elements shall be incorporated within the energy basket, clean energy that compete against fossil fuels, from the state regulative faculty as a public prerogative.
