Summary: The reform to the Administrative Code of Colombia presents several interesting new features with regards to the execution and the use of the law in Colombia. It affirms the validity and effectiveness of the right when anticipating the constitutional inclusion of several principles and norms to the administrative and judicial activities. The reform clarifies that there exists a unique action and different claims. Thus introducing the claim of administrative compliance. This claim, in principle, seems not to be against or to exclude other claims in the administrative and judicial scope. The reform reinforces the right of petition, which can be a suitable route to establish the prerequisite for an organization to obey a law or an administrative act. It clarifies that similar mandatory order cases will be not treated in the same way. They are a not process for uniformed precedent of mandatory order. The reform finally tends to complement the powers of the mandatory order judge and to develop the criteria of operation of the judicial precedent that can influence the mandatory order.
