Summary: Planning is a principle of the Public Administration and the contractual activity. Currently, most of the problems in public procurement obey to the wrongful conception of planning as a static activity. This essay supports the need to develop planning as a dynamic system, due to its nature as a tool at the service of governmental goals. To understand the scope of the concept of planning, its different meanings must be differentiated in each of the stages of public procurement, especially in the field of civil works.
