The present research aims of study search the interrelationship of systems of financial
administration of the State as an integrating element in the local governments of the La
Libertad Region, period 2011-2012, applying internal controls, to make the use of public
resources transparent. The problem to investigate is the following how a proper financial
administration as Integrator of administrative systems, impact on Governments in the period
2011-2012 the hypothesis that was made is that the governmental financial administration as
