The purpose was to analyze the origins of the sustainable development in the world and in Brazil, also to evaluate democracy as a fundamental value to sustentability. The intention is to show, as well, that the materialization of urban sustentability has to do with the recognition of the fundamental right-duty to an ecologically well-balanced environment, constitutionally conceded to the ones who represent public power and to the citizens. In this context, it is enhanced that the origin of the term “sustainable cities” is connected to the appearance of the City Statute, to the concern with urban growing expansion and with urban planning.
