These countries have accepted a shared responsibility in seeking structural solutions and have considered migration not just as a security problem but also as a question of cooperation to development, so that populations can remain in their countries of origin. The Summit adopted a final political statement and an action plan to reinforce human and operative capacities of African countries. Co-development, selection of migrant workers in the country of origin, legal migration, respect for migrants' human rights and dignity, the fight against human trafficking, facilitating remittances and social integration are some of the goals foreseen.La Conferencia ministerial euro-africana de Rabat sobre la cooperación al desarrollo y la migración ha reunido a los países de origen, tránsito y destino para regular los flujos de migración ilegales. Estos Estados han acordado, desde un enfoque de responsabilidad compartida, una asociación para la gestión de la inmigración, que comprendería medidas para la cooperación al desarrollo, la organización de la migración legal y la lucha contra la inmigración ilegal. La Conferencia ha adoptado una declaración política y un plan de acción que fijan los objetivos a alcanzar así como los mecanismos para reforzar las capacidades humanas y operativas de los países africanos.
