These circumstances led the communist parties of Italy, France and Spain to criticise that system and propose a new political strategy in order to «take power».El eurocomunismo se gestó en una época difícil, la segunda mitad de la década de 1970, en la que «señales de descomposición» eran emitidas por la izquierda social europea y por la derecha tradicional. La nueva estrategia política surgió como consecuencia de la crisis económica de los países de la Europa occidental tras el prolongado periodo de desarrollo económico posterior a la Segunda Guerra Mundial, mientras el desarrollo socio-económico de la URSS ya evidenciaba sus límites.
