After that, the work studies the application of this norms in under the light of the financial aid to the Spanish Financial System, scenario that is completed with the measures approved by the State to offer financial help to the Comunidades Autónomas and entes locales. In the second part, the paper takes a look to the consequences that the reconstruction of the financial market had on the Constitutional State.El texto, en el repaso de las novedades políticas y legislativas del 2012, comienza por analizar la normativa que se ha producido para intentar sustituir a los mercados financieros. Se atiende en especial a la actuación del Banco Central Europeo, al TMEDE y al Tratado de Gobernanza. A continuación se analiza la operatividad de esta normativa a la luz del rescate del sistema bancario español, escenario que se completa con el estudio de las medidas arbitradas por el Estado para dar liquidez a las Comunidades Autónomas y los Entes locales.
