Bolivia�s new Constitution sets up a most complex, multi-level system for the autonomy of departments, regions, indigenous communities, and municipalities, with no hierarchical principle between them. Furthermore, possibilities are left open for a substantial change in the institutional map at the expense of departments and for the benefit of communities. At first sight, this is undoubtedly a construction which is hard to explain. Nevertheless, the Constitution provides enough clues. In this way, what is offered turns out to be the potential for the indigenous peoples to reconstruct their territories through the initiative of their own communities. |
