Despite the creation of urban curators with the power to grant building permits, and municipal planning offices in their role as watchdogs and sanctions has been growing informal urban development.El Estado ha visto la necesidad de buscar la consolidación de un derecho urbanístico que permita establecer el uso adecuado de los suelos, de los recursos naturales, de fijar normas para la convivencia de grandes conglomerados con servicios públicos eficientes, el desarrollo de vías para la movilidad, las áreas de recreación, el amueblamiento urbano, es decir, una búsqueda constante de regular el problema urbano y territorial y para ello ha venido expidiendo normas regulatorias que fijan los marcos normativos por medio de los cuales las autoridades ejercen sus competencias relativas en los anteriores temas, buscando respetar el debido proceso y los principios generales del derecho, tales como el de la función social y ecológica de la propiedad, la prevalencia del interés general sobre el particular, la distribución equitativa de las cargas y los beneficios. En última instancia superar la ciudad informal.
