At the beginning of the XXI Century, the international landscape and the situation in Latin America and the Caribbean (LAC), reflect transcendental changes in the theory and mentality of international relations in general. Furthermore, a pattern of representative dispersal in the international system can also be observed, which is intensifying and augmenting the positive interaction between the public and private sector, as well as generating all over the world, especially in such important regions for world stability in geographic, security, political, economic and social terms, like LAC, the gradual emergence of integration processes into the international system, like MERCOSUR. Under the light of such facts, the present study will analyse the actions of the Interamerican Development Bank (IDB) towards the private sector and small and medium sized enterprises (SMEs) and will expose a private sector Analytical Framework in order to guide the IDB in the structurisation of a Strategy for Entrepreneurial and Small and Medium Enterprise Development. Undoubtedly, SMEs have a very important and crucial role in the MERCOSUR, in the private sector and in the national economic production structures of the different economies for economic growth in general, especially for exterior commerce and thus for the economy in general. |
