Summary: This paper presents a critical-propositive and structural approach (constitution, revenue sharing law, fiscal pacts and certain conditional transfers) of the Argentine fiscal distribution system (fiscal federalism) in relation to the effective delivery of basic public services (essential) for a decent life for people throughout the country, with important elements of analysis such as the generation of appropriate endogenous regional capacities, infrastructure and quality -quantity of the service offering in relation to demand or population needs-. It is a qualitative study, not experimental, which analytical instruments are current data published by the National Institute of Statistics and Census (INDEC) concerning the provision, quantity and quality of public services in different regions of the country, last national census of 2010, current and historical legislation on Argentine fiscal federalism and the specialized doctrine in this issue.
