Laburpena: Dynamics in societies can be measured in multiple addresses social, cultural, legal, technological, scientific, among others; think that solutions may be raised to solve root problems that such changes carry is totally wrong, because changes are not definitive and less definitive are measures, if the evolution of the social conditions not materialize within the responsibilities of a State whose provisions projected the realization of basic principles governing it. But in contrast, if they prevail on social economic interests, especially if it is provide decent conditions for the population, these excluded to sectors of the population that will be subject to adverse conditions in some stage of life that inevitably passes through every human being by their conditions of vulnerability.
