But in contrast, if they prevail on social economic interests, especially if it is provide decent conditions for the population, these excluded to sectors of the population that will be subject to adverse conditions in some stage of life that inevitably passes through every human being by their conditions of vulnerability.El dinamismo en las sociedades se pueden medir en varias direcciones: sociales, culturales, jurídicas, tecnológicas, científicas, entre otras. Pensar que las soluciones están planteadas para resolver de raíz las problemáticas que tales cambios arrastran es totalmente errado, porque los cambios no son definitivos, y menos serán las medidas adoptadas, si el devenir de las condiciones sociales no se materializa dentro de los cometidos de un Estado cuyas disposiciones proyectan la realización de principios elementales que lo rigen.
