This article studies the reality of the Parliaments of the Autonomous Communities
in the Spanish Constitution of 1978, specifying this reference in the
Spanish Constitution, Art. 152 - to the Legislative Assemblies, and what has
represented this new reality in the Spanish political system. Also, it analyzes
the electoral system and the composition of the seventeen parliaments
of the autonomous regions. Finally, it approaches the reality represented
by development of different functions that correspond to this institution,
distinguishing between the Legislative, Financial and Budget functions, the
Impulse function and the Role of Political Control. It concludes with a final
insight about the reality of the autonomous parliaments at the present moment,
and its projection in the political realities of the different autonomous
communities and throughout the state. |
