Summary: The provision of health services is a key aspect for the development of any country, has been a concern of Governments, provide protection to the inhabitants of the national territory, through the efficient provision of this service. In this sense, the administrative decentralization has served instrument aimed at achieving that end. Administrative decentralization began to develop regulation from the Constitution of 1886, but really its implementation in the country, only began to give to the 1960s, and materialized to a greater extent with the Constitution of 1991. In the same way, decentralization in health services began to strengthen, subsequently to the Constitution, laws 60 and 100 of 1993. In this reflective paper, have been done a study of the regulatory framework that gives legal support to the administrative decentralization and administrative decentralization in health services, in order to carry out an analysis and understand the reasons for the results obtained with the implementation of such laws.
