Summary: In the field of higher education, the Colombian University must have as goal the investigative primary, is the condition for a real socio-cultural, scientific and technological advancement. For this it is necessary to optimize the human, financial and technical resources in accordance with an educational policy that privilege the search again knowledge. Way to improve levels of education effectively and efficiently, filling the social expectations, training institutions are faced with the problems caused by the weaknesses of the previous educational levels which significantly hamper this work. Reflect on education goals and its procedures is permanent task of the State and the public and private educational institutions. The actors in the process, procurators of the social reality must take the historic commitment to contribute from their functional space with the deconstruction and construction of ductile and suitable paradigms. Under the social function of the institutions of higher education and the importance of research in the generation of formative development processes strategic planning carried out from the self-assessment of each programme, it is transcendental in the prosecution of efforts toward the continuous improvement of quality processes.
