Indeed the following discussion is about public policy and mechanisms to make these resolutions prevail. The current paper joins those debates and proposes water appreciation, discussion and the Integral Water Resource Management as a model.La Asamblea de las Naciones Unidas aprobó en 2010 una resolución en la que se reconoce el derecho humano al agua y al saneamiento. A su vez, a fi nales de septiembre pasado, el Senado de la República reformó el artículo 4 de la Constitución estableciendo el derecho al acceso, disposición y saneamiento de agua para consumo personal y doméstico. Sigue para la discusión la política pública y los mecanismos que respalden tales resoluciones. El presente escrito se inscribe en tales debates.
