Summary: This article analyses the 1977-78 institutional and legal reforms in finance and foreign exchange and their implications for Argentina�s public debt. First, the article presents the changes in the global financial system during the 1970s and second, it shows how they influenced our country and gave rise to �Neoliberal law� which permitted the aforementioned reforms. Third and finally, the article explains how these last factors combined to produce an abrupt and abnormal growth in national foreign debt; a debt which continues to greatly affect our present economic and political realities.
