Começamos por uma dimensão tantas vezes marginalizada: a relação entre a República portuguesa e as organizações políticas estrangeiras, em particular a Inglaterra. Veremos a seguir o funcionamento da instituição Estado da 1ª República; depois, examinaremos a relação entre o Estado e a ordem povo.
