When history is studied Roman, in special, during the imperial period, is well-known the similarity that have, between Rome and Brazil, in the social aspects. In both, are perceived social problems - why not to say structural? -, as, for example, the high index of unemployment and the tax of illiteracy, improper conditions for a worthy housing, the extreme tax burden imposed to the contributors and the excess of corruption in the public managers. Thus, if it questions as the Roman Empire lasted as much time and, as the Brazilian public managers governs without, at least, to have signal of social subversion? The reply it is in the strategies politics. In Rome, it had the called politics of the bread and circus, where crumbs (bread and wheat) were supplied gratuitously to the population and had public spectacles in enclosures for bullfighting, the gladiadores, to entertain the population, making with that they were not rebelled with its unemployment and too much social problems. Thus, in Brazil, it is perceived application - in the had ratios - of this politics, where the government, by means of assistencialistas measures and of games of soccer, the fourth and sunday, alienates the Brazilian population in relation to the problems of the nation.

Em ambos, percebem-se problemas sociais � por que não dizer estruturais? -, como, por exemplo, o alto índice de desemprego e da taxa de analfabetismo, condições impróprias para uma moradia digna, a excessiva carga tributária imposta aos contribuintes e o excesso de corrupção nos gestores públicos. Assim, se questiona como o Império romano durou tanto tempo e, como os gestores públicos brasileiros governam sem, pelo menos, haver sinal de subversão social? A resposta está nas estratégias políticas. Em Roma, houve a denominada política do pão e circo, onde migalhas (pão e trigo) eram fornecidas gratuitamente à população e haviam espetáculos públicos em arenas, os gladiadores, para entreter a população, fazendo com que não ficassem revoltados com o seu desemprego e demais problemas sociais.
