The use of new technologies is identified with the progress of society, thus its incorporation in
the electoral process is being considerated an advancement. Nevertheless, introduction of information and
communication technologies (TIC's) have generated a series of changes that should not lead to impairment
of active and passive suffrage guarantees. The article reframes questions relative to the creation of
electronic censuses, Electoral Administration's competences, qualification of its functionaries, use of
technological means in electoral campaigns as well as the new regulation of guarantees for e-vote and
scrutiny. |
