In spite of the attempt of this law modification for strengthen democracy, in 2002, when Costa Rica celebrated its very first popular election for Mayors, District Delegates and District Councilmen, �non-citizenparticipation� ranged up to 77,2%. That fact not only demonstrates lack of political culture and conscience of local elections, but it mainly shows Costa Rican citizen�s �deception on Politics�. The present article is intended to outline some of the main causes for such level of �non-citizen-participation�. The first part of the essay deals with a theoretical analysis of �non-citizen-participation� and other variables that take part in this phenomenon, whereas the second part exposes a reflection on what happened in the elections celebrated in December, 2002 and January, 2003.Con la reforma en 1998 al Código Municipal, se estableció en nuestro país la elección directa y popular de los Alcaldes Municipales. Pese a la importancia de esta reforma para el fortalecimiento de la democracia, en el 2002, año en que se realizó por primera vez la elección popular de los Alcaldes, síndicos y concejales de distrito, se registró un 77.2 % de abstencionismo en las urnas, hecho que evidenció la falta de cultura política y conciencia de lo local, pero sobre todo, el �malestar en la política� de los ciudadanos costarricenses. El presente artículo pretende esbozar algunas de las principales causas que pudieron concurrir, para que se registrara ese nivel de abstencionismo.
