On the firsthand, the establishment of adequate mechanisms of diffusion promoted by member States within the academic sphere in order to promote analysis and study of the decisions at universities, the legal sphere in order to understand the effects on the legal system of the supranational norms and in the control sphere in order to review the implementation of the decisions. On the other hand, in order for decisions to be effective, it is necessary to have administrative operators that will guarantee the fact that the decisions will go beyond its declarative stage and will have legal, economic and social effects.La eficacia de las decisiones que se adoptan en el seno de la Comunidad Andina de Naciones, supone la implementación de acciones en dos sentidos. Uno, estableciendo adecuados mecanismos de difusión; a decir, en el ámbito oficial, auspiciados y promovidos por los estados; en el ámbito académico, propiciando el análisis y estudio de las decisiones en las universidades y colegios profesionales; en el ámbito normativo, para que las leyes nacionales no pierdan de perspectiva su efecto o consecuencia sobre tales disposiciones supranacionales; y en el ámbito de control, para el seguimiento y reporte de la aplicación de las decisiones.
