Summary: The European Integration process started as an International Legal Union that has evolved through time into a federal and constitutional process. As such, its performance is closer to that of a political system that to that of an international organization, a debatable question. The European experience serves as an example of how an international organization can close the gap between the international arena and the domestic political arena. In a way, this integration process has also served as a reference to the Ibero � American States, especially the Andean Community of Nations and MERCOSUR despite the differences between them and the strengthening of the Andean community of Nations with the return of Chile to its ranks.
