The relationship between security (i.e., the absence of conflict) and development has encouraged aid donors and recipient countries to examine ways to address this issue.Desde el fin de la Guerra Fría, el 69% de los países con el más bajo Índice de Desarrollo Humano en 2005, ha experimentado conflictos violentos y casi un cuarto de ellos ha sufrido un declive en su desarrollo humano en el período 1990- 2005. Además del impacto en el desarrollo humano, los países que han experimentado conflictos están más alejados de lograr las metas de desarrollo del milenio.
