Bolivia seems to be in the midst of a social
and political crisis. In addition, social
movements have regained an impressive
strength that has rendered the political
system incapable of responding. The successor
of Sanchez de Losada, Carlos Mesa
tried from the beginning of its mandate
to achieve a conciliatory policy; however,
he did not manage to alleviate the pressure
of popular demands. The new president
gave the impression of caving into the
demands, a fact which earned him strong
criticisms from Congress that underlined his lack of authority. Finally, after two
tries, his resignation was accepted on June
2005. In the end, the demands no longer
looked for new concessions they simply
focused on how they were going to be implemented. |
