Summary: Debate about the environment became more significant around 1960; this period assumed an important role regarding the scientific community�s outburst of interest in the topic. Such interest raised the matter to international policy level when international conferences were held about the environment (Stockholm 1972, Rio 1992 and Johannesburg 2002) aimed at stimulating thinking about sustainable alternatives for modern society�s consumption and production pattern. According to Martins (2008), one of the factors contributing towards consolidating environmental matters is associated with economic rationality and technical-scientific know-how. Such process promotes convenient similarity with economic variables considered in policy decision-making. Once environmental issues become incorporated by government bodies they acquire a new form of how they become developed and organicity. However, the way this issue has been incorporated into the field of policy decisionmaking is open to critical interpretation, mainly regarding the limits of neoclassical economic principles as a way of orientating socio-environmental policy (Martins, 2004; Leff, 2006).
