Unos pacíficos y socialmente aceptados, y otros violentos y penalmente castigados. La presencia de los Estados Unidos en los asuntos mexicanos y su cercanía al país ha propiciado la violencia en el territorio por el control de tan importante negocio. La estrategia emprendida por el presidente Calderón ha resultado limitada en tanto no cubre todos los factores del problema.
