The infrastructure is as important to the solution as law. However, the world of collective management is outdated. It represents a world of separate territories, not the multijurisdictional world of the Internet or the convergence of expression in digital technology. It is necessary to reshape it. We need a global infrastructure that permits simple and global licensing, so that licensing cultural works legally get to be easier than obtaining it illegally. The format must be coherent and comprehensive, in order to make a simpler and uniformed copyright and consequently legitimize this way to promote creativity.La tecnología digital e Internet han producido un cambio estructural de consecuencias extraordinarias en la propiedad intelectual, en el cual la infraestructura es una parte tan importante de la solución, como la ley. En este contexto el sistema de la gestión colectiva resulta anticuado, en la medida que representa un mundo de territorios separados, multijurisdiccional, incompatible con Internet y la convergencia de expresión que permite la tecnología digital. Debemos promover el desarrollo de una infraestructura mundial que permita una concesión de licencias en forma simple y global, tan fácil como la obtención de las mismas en forma ilegal. Para ello los modelos de negocio deben evolucionar y adaptarse al nuevo contexto de distribución mundial, de costos marginales insignificantes y altamente competitivos.
