Between the state purposes of the Administration the obtained ones are by means of the state contracts, which in this order of ideas constitute a modality of administrative acts, reason for which they there would be applicable the attributes of the administrative acts, especially the presumptions of legality, semiofficial execution, revocability and stability.La administración pública consigue la realización de sus fines a través de los actos administrativos, los cuales en un Estado Social de Derecho como el nuestro, han de ajustarse al ordenamiento jurídico existente, en la medida que las actuaciones de las entidades públicas deben estar sometidas a las normas superiores.
